When you ask people who are rushing to go out of the country where they are heading to, almost all of them would tell you that they are off for a “greener pasture”. With such answer, there is no doubt that they will be going to the promising federal constitutional republic – that is, the United States of America. The ‘green’ color actually denotes the US Dollar or “Greenback” that people significantly earn in the said country. Every year, more and more people endeavor to migrate to the U.S. Hence, the State Department of the United States of America had mandated a program that allows selected natives from other underrepresented countries to be the lucky recipients of special DV2009 U.S. immigration benefits. 

The said agenda is known as the Diversity Immigrant Visa Program, which is popularly known as the Green Card Lottery. 

Through the program, the government of the United States is able to issue 50,000 Green Cards annually to individuals residing in countries with less than 50,000 people who have immigrated to the U.S. in the previous five years. 

Because eligibility of countries in the lottery program are determined by the number of immigrants sent to the U.S. in the last five years, the list of countries that are either eligible or ineligible in this program may actually vary each year, as according to the immigration statistics that is recently published. 

The U.S. State Government originally selects about 110,000 qualified entries through a random draw that is generated by a computer. This relatively large number of applicants is intentionally chosen because of the great possibility that several of these selected aspirants will not be able to comply with the requirements for the actual visa process. However, by the end of the fiscal year or by the time 50,000 "DV2009" visa cards have already been issued, the lottery program is automatically closed, and will resume only by the next year or until further announcements. 

When you are selected through the lottery, it does not however guarantee you a permanent U.S. residence visa unless you meet all requirements that will make you eligible for it. Such requirements may include a diploma in high school, or training or work experience for two years. 

The lucky person to be selected gets an opportunity to apply for a permanent residence visa in the U.S after qualifying through the DV2009 program. with his/her spouse, and all his/her single children who are below 21 years old. The residence visa or green card received from the lottery program gives the applicants the authority to live and be employed for good in the United States. This brought forth a new group of immigrants identified as DV immigrants or diversity immigrants. 

In the early years of the program, paper applications that contain valid signatures were still accepted. But in 2003, the U.S. State Department had required diversity visa applicants to submit their lottery application only through the Internet. 

Sadly, even if online applications have become rampant and obligatory today, there is still no means or way that enables the applicant to check the status of his/her application online. Only those selected applicants who won will receive notifications via standard post mails.
